2021 Key Legislative Goals

MOAA's Key Legislative Goals for 2021

NATIONAL

  1. Legislative approval of the “Major Richard Star Act” which would allow those Service members who are medically-retired with less than 20 Years of Active-Duty Service to be fully eligible for full VA Disability Pay. (This issue mirrors the SBP-DIC “Offset” issue!)
  2. “Comprehensive Toxic Exposure” Reform” which would increase attention to other “toxic exposure” related health issues not associated with “Agent Orange.” This issue certainly is important although we also think Legislators also need to pressure the VA to be more receptive to and approve a more far-ranging list of “Agent Orange” claims than they are doing now!
  3. “TRICARE Young Adult Parity Legislationwhich, according to MOAA, is needed because of a “glaring” disparity between commercial health care plans that provide for adults to age 26 and how TRICARE provides it.
  4. A “Basic Needs Allowance” which has supposedly been included in the FY 2022 NDAA. Although the specific amount has not yet been specified, this allowance would provide a monthly payment to Service families (in the grades of E-3 & E-4) with a gross household income at or below “130% of the Federal Poverty Rate!).
